Help Us Plan Future Library Spaces
The City of Richmond Hill is growing, and the needs of our community are changing. We're planning for the future of library spaces in our City by developing a Facilities Master Plan that will guide the development of new and existing branches in Richmond Hill. We could use your help!
Share your feedback by April 30, 2023 on proposed changes to our existing branches through an online survey, or by visiting our branches and leaving comments on our interactive display boards.

Toporowski Stream Assessment
The City of Richmond Hill will be conducting a Rouge River stream assessment in the valleyland areas north and south of Toporowski Avenue. These areas have experienced significant vegetation growth and the flow of the stream may be impacted as a result. The stream assessment will determine the current state of the Rouge River Valleyland, as well as identify and assess potential alternatives for improvement of the valleyland’s hydraulic and hydrologic conditions with consideration for the presence of invasive species.
The City is conducting this work in partnership with the Toronto Region Conservation Authority (TRCA) who have ownership of the area between Elgin Mills Road and Toporowski Avenue.
For this study, multiple field investigations are needed. A ground topographic survey is required to determine the current state of the valleyland shape. This field work is underway and may continue for one month. Other field work, such as vegetation assessments, will follow throughout the spring and summer of 2023.
